Title: 'The Last Ha Ha'. The Joker encounters the Scarecrow in a battle of who can strike more fear into Gotham's citizens. Both villains attempt to outmaneuver each other using their respective toxins (Joker Venom vs. Fear Gas). This is a bronze age classic featuring two of Batman's greatest rogues.
